Fit and proper test as I would on the front line and can see people who are not fit to be parents

You shouldn't need a license to be a parent. That's interfering way too far in the ways of Life.

You have never been a parent no seen bad parenting to be able to make that statement.

You dont have to be one. There will always be cases of bad parenting, either through social, economic or psychological reasons, but a licence is not the answer. Having stricter punishments on bad parents whenever an incident comes to light is a more sensible & practical solution.
